Certificate 3 Guarantee

The Certificate 3 Guarantee supports eligible individuals to complete their first post-school Certificate 3 qualification and increase their skills to move into employment, re-enter the workforce or advance their career.

What qualifications do Demi International offer that are subsidised?

Under the Certificate 3 Guarantee Program, the Queensland Government provides a subsidy for a range of certificate III level qualifications. The following qualifications are offered at Demi International for eligible students:

  • Certificate III in Nail Technology (SHB30321)
  • Certificate III in Beauty Services (SHB30121)**

 

** This course is delivered in a dual qualification format with Certificate III in Make-Up (SHB30221) Funding applies to Certificate III in Beauty Services Only.

Are you eligible to participate?

This program is open to any Queensland resident aged 15 years or over, who is no longer at school and is an Australian or New Zealand citizen, or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency. Prospective certificate III level students must not have completed or be enrolled in a Certificate III or higher-level qualification, not including qualifications completed at school and foundations skills training.

Do I need to contribute to the cost of training?

Given the benefits that training provides to individuals, students undertaking Certificate 3 Guarantee training are required to contribute to the costs of their training through a co-contribution fee.

The amount of your out-of-pocket expense will vary depending on the course you undertake as provided. The balance owing can be paid on a payment plan. The co-contribution fee may be paid on your behalf by an employer or another third-party.

Higher Level Skills

The Higher Level Skills program provides eligible individuals with access to a subsidised training place in selected certificate IV level or above qualifications, and priority skill sets. The Higher Level Skills program aims to assist individuals to gain the higher-level skills required to secure employment or career advancement in a priority industry, or to transition to university to further their studies. What is a VET Student Loan?

VET Student Loans is a scheme provided by the Australian Government to enable eligible students the opportunity to apply for a loan. Such a loan is to aid in the payment of part of a student’s tuition fees.

This scheme is an extension of the FEE-HELP scheme (currently applicable to higher education students) and extends to students studying one or more of the following vocational training courses:

  • Diploma
  • Advanced Diploma
  • Graduate Certificate
  • Graduate Diploma

What is needed to be eligible for VET Student Loan assistance?

To be eligible for VET Student Loan assistance for a VET unit of study, a student must:
  • Be enrolled in an approved course, provide Demi International with all information and documents required by the rules and meet any other requirements set out in the rules.
  • Be an Australian citizen, NZ Special Categories Visa (SCV) holder who meets eligibility criteria, or a permanent humanitarian visa holder (resident in Australia for the duration of the unit);
  • Have a Unique Student Identification (USI) number or are otherwise exempt;
  • Have a FEE-HELP balance greater than zero – that is, they have not exceeded their FEE-HELP limit;
  • Be enrolled in a VET unit of study that meets the course requirements;
  • Be enrolled in the VET unit of study on or before the census date for the unit and remain enrolled at the end of the census date;
  • Meet the Tax File Number (TFN) requirements;
  • Two days after enrolment has passed you will receive an invitation to accept your student load from the Department of Education and will be required to complete, accept, and lodge a Request for VET Student Loan assistance form called an eCAF.
If you are interested in applying for a course approved for a VET Student Loan, you must:
  • Contact Demi International to make an appointment to enrol; it takes about 20 minutes.
  • Read the 2024 Fee-Help Booklet
  • Provide your Australian Year 12 Certificate** OR provide successful completion of an AQF Certificate IV or higher qualification (where the language of instruction is English)*** OR display competence at or above Exit Level 3 in the Australian Core Skills Framework (ACSF) in both reading and numeracy through a Basic Key Skills Builder (BKSB) LLN* (Language, Literacy, and Numeracy) assessment as well as the provider reasonably believing that the student displays that competence
  • Bring the original and a photocopy of your citizenship evidence and photo identification to enrolment. This may be your Birth Certificate and Driver’s Licence or Australian Passport****
  • Pay a (non-refundable) $250 enrolment fee for your Uniform and LMS. This is in addition and separate from your tuition fees.
  • Bring your bank details for the completion of a direct debit contract for the difference between what will be covered by a VSL and the full tuition fees or your Centrepay details should you wish to use Centrepay.
  • Complete the Vet Student Loan application which must be signed by both the student and a responsible parent of the student if the following applies:
    (a) the student is under 18 years of age;
    (b) the student has a responsible parent;
  • Independent students under 18 – please bring evidence of the assessment of receipt of youth allowance on the basis that you are independent within the meaning of Part 2.11 of the Social Security Act 1991; Please provide the original assessment in the form of your Centrelink Income Statement noting this assessment.

*Demi International uses the approved Basic Key Skills Builder LLN to assess requirements relating to student academic suitability where they do not hold a Senior Certificate or Certificate IV or higher. The student is assessed as displaying competence at or above Exit Level 3 in the Australian Core Skills Framework in both reading and numeracy.

**Senior Secondary Certificate of Education that has been awarded to the student by an agency or authority of a State or
Territory for the student’s completion of year 12.

***The Certificate IV or above must be issued by the Australian Qualifications Framework or has been assessed by a Federal, State, or Territory government agency that assesses overseas qualifications (or an organisation contracted by such an agency to undertake such assessments) as equivalent or comparable to a qualification at level 4 or above in the Australian Qualifications Framework and the course for the qualification was delivered in English.

**** an Australian Passport is suitable evidence of Australian citizenship. If you do not have an Australian Passport, the evidence required to demonstrate that you are an Australian citizen will differ depending on whether you were:

  • born in Australia before 20 August 1986 – Australian Birth Certificate for you required
  • born in Australia on or after 20 August 1986 – Australian Birth Certificate for both yourself and one of your parent’s Australian Birth Certificate or Australian Citizenship Certificate

* Where you cannot provide the above you should apply for these documents by lodging Form 119 Application for evidence of Australian citizenship 

VET Student Loan Information
  Important information you must know about a VET Student Loan: (i) A Vet Student Loan is a loan from the Commonwealth, and (ii) the loan will remain a personal debt until it is repaid to the Commonwealth, and (iii) the loan may, until the debt is repaid, reduce a student’s take-home (after-tax) wage or salary and may reduce the student’s borrowing capacity, and * You may wish to seek independent financial advice before applying for a loan. Please note that you will be required during the course to communicate your agreement to the Government for the ongoing requirement to continue to use the VET. Student Loan to pay tuition fees for the course. This will be done via a student progression up to two times during the duration of your course. Please refer to the course brochure for the maximum amount of a VET Student Loan that is available for the approved course. This amount of the loan cannot be greater than your remaining FEE-HELP balance. Your tuition fees will be reasonably apportioned across four quarterly sequential fee periods. Each fee period will contain at least one census day.

Do we disclose your personal information?
We are required by law (under the National Vocational Education and Training Regulator Act 2011 (Cth) (NVETR Act)) to disclose the personal information we collect about you to the National VET Data Collection kept by the National Centre for Vocational Education Research Ltd (NCVER). The NCVER is responsible for collecting, managing, analysing and communication research and statistics about the Australian VET sector.
